Between 7 and 9 July, the UK Calculators content pipeline triaged candidates, ran draft cycles, and published nothing. The check that would have caught the problem existed — it was running at the wrong stage.
AdSense returned 'Low value content' three times. The problem was the framing.
The third rejection landed on 1 August: same verdict, empty policy field, authorised ads.txt. Three rounds of compliance fixes — hub listings, SVG diagrams, trust-signal cleanup — and the same response each time. A 15-agent root-cause review against the Quality Rater Guidelines made the error plain: Google is issuing a quality judgement, not a policy verdict.

Ads.txt status was Authorised, which narrows the problem immediately — the authorisation chain was intact, and the content-quality gate was not. The hub routes /resources/blog and /resources/guides were rendering skeleton pages with no real article listings for Google's reviewer to see.
